Officials force citizens to take actions that\nthey themselves later reject!<o:p><\/o:p><\/span>\n\n<!-- \/wp:post-content --><!-- wp:paragraph -->\n\n<span lang=\"EN-GB\" style=\"mso-ansi-language:EN-GB\">The Lubny City Council\nwebsite has a public information request form:\nhttps:\/\/lubnyrada.gov.ua\/\u2026\/oformlennia-informatsiinoho\u2026 The form states that\nthe request is addressed to the mayor of Lubny, Oleksandr Hrytsaienko. However,\nwhen submitting this request (using the form posted on the website), the dear\nMr. Mayor provides the following response: &#8220;although the mayor is part of\nthe local government system, he is not a local government body\u2026 and therefore\ndoes not possess public information and\u2026 cannot be its manager\u2026 we refuse to\nsatisfy your request.&#8221; Why, then, does he force citizens to address him\nwith these requests?!!!<o:p><\/o:p><\/span>\n\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\n\n<span lang=\"EN-GB\" style=\"mso-ansi-language:EN-GB\">This is not the only case\nof internal contradictions in the activities of Ukrainian bureaucrats in the\nfield of providing access to public information. But today it is certainly the\nmost interesting example of the thinking of overly creative officials that we\nknow.<o:p><\/o:p><\/span>\n\n<!-- \/wp:paragraph --><!-- wp:paragraph -->\n\n<span lang=\"EN-GB\" style=\"mso-ansi-language:EN-GB\">Such interesting examples\ncan be found during the monitoring of the project &#8220;Promoting Participatory\nGovernance in Eastern Ukraine&#8221;, which is being implemented with the\nfinancial support of NED.<o:p><\/o:p><\/span>\n\n<!-- \/wp:paragraph -->\n<p class=\"MsoNormal\"><span lang=\"EN-GB\" style=\"mso-ansi-language:EN-GB\"><o:p>&nbsp;<\/o:p><\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>Despite the war, the modern Ukrainian bureaucracy continues to demonstrate vivid examples of stunning contradictions in its activities!
